Google Adsense is different from other advertising programs that require a day to day management (selecting advertisers, negotiating payments, managing display of banners...). In fact, Google Adsense is highly automated and once it is set up - the code is inserted - you have nothing else to do.

Website publishers:- This sentence refers to websites and blogs. This is important because some other advertising programs won't accept you as a publisher unless you have a website (not a blog) and a minimum size very few personal websites will ever reach (500.000 monthly pages views for example).
